Fists of Ice

Your melee attacks have a 25% chance to apply a stack of Permafrost, slowing movement speed by 5% per stack for 15 seconds. At 10 stacks the target shatters, taking dmg1 frost damage and being rooted for 3 seconds, consuming all stacks. Only 1 fists stance may be active at a time.
